The Office of the State Auditor is a constitutional office that
is charged with overseeing more than $20 billion spent annually by local
governments in Minnesota. The Office of the State Auditor does this by
performing audits of local government financial statements, and by reviewing
documents, data, reports, and complaints reported to the Office. The financial
information collected from local governments is analyzed and is the basis of
statutory reports issued by the Office of the State Auditor. |

Data Management System (SADMS)
Problem: The Office of the State
Auditor has an application used to maintain financial data submitted by local
governments and related entities. The application needed several enhancements
including the addition of the Government Information Division (GID).
Solution:
Twin Cities solutions created a new set of forms to review and
maintain the GID data. The new forms were built using the same architecture as
the previous forms to ease future maintenance. In addition, the authentication
and authorization for the application was modified to use Active Directory
instead of an application specific solution. This will ease user maintenance
issues.

Small City & Town Accounting System
Problem: The Office of the State
Auditor has a legacy application called Small City & Town Accounting System
(CTAS). The application was no longer compliant with current IRS tax return
forms. The application also needed some updates to the check printing features
to improve check security and reduce errors.
Solution: Twin Cities
Solutions was selected to make the necessary changes to CTAS. We were able to
track down all of the required versions of the third party components needed to successfully
build the application. The coding changes were made and a new install was
created. We also thoroughly documented the build process so
the State Auditor's developers would be able to replicate the needed build
environment for future support.

Data Management System (SADMS)
Problem: The Office of the State Auditor has an old web application used for Employee Time Tracking and Budget data. They wanted the application rewritten with speed and usability improvements.
Solution:
Twin Cities Solutions was selected to rewrite the application. We designed the application with a 3-tiered architecture for ease of maintenance and flexibility of the code base for future enhancements. We made use of the AJAX Control Toolkit, used Web Services, and customized controls in Microsoft C#.NET 3.5 to increase the speed and usability of the new application. The latest .NET libraries were used in developing the web application, and many stored procedures were written in Microsoft SQL Server.
