The City of Minneapolis is a leader in E-Government.
They realize the value in providing information and
services to their constituents and businesses via the
Internet.
Process
Management Problem: The
City of Minneapolis required an experienced manager
to guide their web development teams. Solution: Twin
Cities Solutions provided a web development
manager that quickly expanded to Geographic
Information Systems (GIS) manager as well.
We worked closely with the existing staff
to define development goals and responsibilities.
We proactively retooled the development team to become
more process-oriented, resulting in the definition
of a "Solution Development Life Cycle" that defined
the entire process from project inception to retirement.
Ultimately, responsible for three development teams:
ASP
Web - Responsible
for all web application development at the City
of Minneapolis. This included an application to retrieve
property related information from the City's
Assessor, Inspections, Fire and Police databases
and also an online job application system that would
upload applications directly into PeopleSoft.
GIS Web - Responsible
for developing a GIS application to allow spatial
analysis of data. Examples include allowing the
Assessor department to analyze property sales information
across the City to assist with the yearly mass
assessment of property values and allowing the Inspections
department to analyze permit information on a citywide
basis.
Java Web - Responsible
for architecting and building a Java (J2EE) application
framework to enable the quick creation of web
applications. This project reached the prototype
phase before funding was redirected to other efforts.
